Phone-free schools in Mexico from November 3: how to keep families informed

Mexico’s Ministry of Public Education (SEP) published the regulation restricting mobile phone use in basic education schools across the country. Starting November 3, 2026, students will not be able to use them during the school day, including recess. The measure aims to improve attention and classroom life, and it also changes how schools and families communicate during the day. For phone-free schools in Mexico, SMS becomes the simplest way to reach every family.

What the measure establishes

Parent reading a notice on her phone
  • It applies to public and private basic education schools nationwide.
  • Devices cannot be used in class or at recess, except for teacher-planned learning activities and cases of emergency, health, disability or inclusion.
  • Implementation starts with information meetings with parents and guardians to explain how the restriction will work at each school.
  • According to SEP, 81% of teachers consulted supported setting rules on device use.

The challenge: communicating with families

Until now, many same-day notices —an early dismissal, a delayed activity, a schedule change— reached families through the student’s own phone or through messaging groups. Under the new rule, the school becomes directly responsible for informing families, and it needs to do so in an orderly, fast way that reaches everyone.

SMS has clear advantages here: it reaches any mobile phone, even if the guardian has no data or app installed, and it lets the school send the same message to the whole community or to a single group in seconds. It also keeps a record of every send and its delivery.

Messages worth having ready

  • Early dismissal or class suspension: “[School name]: today dismissal will be at 12:00 due to a staff meeting. Thank you.”
  • Emergencies and protocols: short notices with the key instruction and an official contact number, following the same approach as citizen alerts by SMS.
  • Reminders: meetings, report cards, vaccination days or fee payments, with date and time.
  • Confirmations: with two-way SMS guardians can reply “YES” to confirm attendance at a meeting.

How to organize it in practice

  1. Update contact details during the information meetings: a main and an alternate number per student.
  2. Segment by grade, group and shift so you do not flood every family with notices that do not concern them. You can upload the list from Excel or CSV.
  3. Identify the school with an alphanumeric sender ID when possible, so the message is recognized immediately.
  4. Check delivery reports to detect wrong numbers and fix them in time.

At Grupo Tecnophone we help educational and government institutions communicate with their communities by SMS, with a web platform, list uploads and real-time reports. If your school wants to be ready for November 3, request a demo.
