When a public body needs to reach thousands of people, SMS is the only channel that gets to every handset. Use cases, requirements and how to procure messaging for the public sector.

The channel that leaves nobody out
Part of the population has no smartphone, no data plan or does not use apps. For a public body that must inform everyone, that rules out many channels. SMS reaches any handset, is read within minutes and does not depend on the citizen having installed anything. That is why it underpins alerting and official communication systems in municipalities, states and public institutions.
This article covers the most frequent uses, the requirements typically demanded of the provider and how the service is procured in the Mexican public sector.
Use cases
- Civil protection: rain, earthquake, fire and environmental contingency alerts, with concrete instructions, segmented by area.
- Public services and appointments: appointment confirmation at licence, passport and civil registry offices; reminders with the documents required; notice that a document is ready.
- Public health: vaccination campaigns, medical appointment reminders, results available, outbreak notices.
- Revenue collection: reminders for property tax, water bills and fines, with early-payment discounts and references.
- Education: enrolment, scholarships, class suspensions, results.
- Social programmes: calls for applications, benefit delivery dates, registration confirmations.
- Safety and participation: SMS surveys, reporting lines with replies, confirmation of citizen reports.

Requirements the provider must meet
The public sector rightly demands more than a rate card: a company legally incorporated in Mexico, CFDI invoicing, formal contracts, the ability to take part in tenders and procurement processes, compliance with the current regulatory framework (CRT and personal data protection), and auditable evidence of every message sent.
On the technical side: bulk sending capacity with no degradation, coverage across all operators, a recognisable institutional sender (dedicated short code or long number), scheduling by date, time and area, exportable per-message delivery reports, access control with users and permissions per department, and multi-factor authentication in the console. Grupo Tecnophone meets these requirements and serves public institutions in Mexico.
Best practice for institutional messages
Identify the department in the first few words, use clear and direct language, include the expected action and a contact or enquiry channel. Avoid acronyms citizens will not know. For alerts, put the instruction ahead of the explanation: what to do, where, until when.
Always use the same sender and communicate it publicly (website, social media, printed bills), so citizens recognise it and distrust imitations. And keep records: in the public sector, being able to prove the notice was sent and delivered matters as much as sending it.
How to procure it
The usual process starts with a request for information or a quote from the provider, stating the use case, the estimated volume and the department requirements. From there the model is defined (volume contract, prepaid), along with the sender and the user configuration. Grupo Tecnophone can issue the documentation required for procurement and tender processes.
